- Heizung: Heizkessel wird ausgetauscht oder Heizungsanlage wird auf einen ande- ren fossilen Energieträger umgestellt. - Gebäudehülle: Über ein Fünftel (mehr als 20%) der Oberfläche des Gebäudes wird sa- niert und zwar dermaßen, dass sich das energetische Verhalten des Gebäudes ver- bessert. Dabei kann die öffentliche Hand ihre Nut- zungspflicht nach dem Gesetz auch dadurch erfüllen, indem sie auf dem Dach genügend thermische Solaranlagen installiert und die er- zeugte Wärme oder Kälte anderen Gebäuden zuführt. Diese Anlagen auf dem Dach kann der Eigentümer selbst oder auch Dritte betreiben. Die Nutzer des solarthermischen Ertrags kön- nen diesen jedoch nicht ihrem „Pflichtkonto“ nach dem Wärmegesetz gutschreiben. Essential renovation of existing buildings The revised Heat Act 2011 also obliges local authorities to make use of renewable energy if they undertake extensive refurbishment of their public buildings whether in Germany or abroad. This means, that if within 2 years the heating system as well as the building enve- lope undergo energy related refurbishment then at least the following measures should be taken: - Heating: Boiler will be replaced or the heat- ing system will be converted to use a differ- ent type of fossil fuel. - Building envelope: More than 1/5th of the building envelope (over 20%) will be refur- bished in such a way that improves the en- ergy efficiency of the building. In doing so, local authorities can meet their obligations in accordance with the law by in- stalling enough solar collectors on the roof and delivering the generated heating or cool- ing to other buildings. These solar collectors can be operated by the owner or by a third party. However, according to the Heat Act, us- ers of the solar yield can’t credit this to their own “account”.
